Cobra if you have registered already with PayPal log in this will take you to your account page. There is an activate account area on the left side of the page go to add checking account and enter your banking info. This will let you use your checking account with PayPal.

The member number should appear on the screen after you sign up with PayPal, not on your credit card statement.

Actually War, the PayPal user agreement does state that some users will have their membership number delivered through their credit card or checking account (if EFT is used) statement. This seems to be a security measure of some sort, or maybe it is soley a random selection, but it is an option that appears in the users agreement.
