Just wanted to know if anyone can put a pic by the signature or is it just the admins?

Well I think It's a admin thing only, probably to stand out as admin and who knows what kind of pictures some of us might put up as your signature picture, I've seen some of those spraypaints out there, you know who you are...But I think It'd be cool to have a pic signature.

It needs to be in gif or jpg format and on a webserver somewhere.
