How do I create a custom spray?

Hello all you well rounded TFC'ers. I've done this boefore but I forget how. Please walk me through the process of implementing a custom spray. If I remember right, you have to convert the file to a wad, then put it in the proper directory, right? Please explain in detail, THANKS!

There's a program you can download called HLC (Half-Life Logo Creator) that does everything for you. I'm not sure where to download it though.
