It was a clip from a Simpsons episode. (The Mr. Scorpio and Globex Episode to be exact)
The script reads:

I really don't mind how the Simpsons poke fun at Canada, its all just good clean humor.

Where else can an American walk into a store, buy something for five dollars, pay for it with a ten dollar bill and get back over ten dollars in change.
