Wait for DX 10 video cards.
Wait for intel Conroe cpu core.
Wait for Vista.
Otherwise you will be extreemly outdated within 6 months.

I'm on the fence regarding a new PC as well.
If I wait unitl all that new stuff comes out, I'll have the baddest PC on the block. Unfortunately, I'll be dead broke paying thru the nose for that brand new technology. However, I'll bet when that new stuff does come out, the cost of some pretty decent current tech stuff should drop a bunch, allowing for more bang for the $$$.
Damn, what to do.................

actually the Core 2 Duo (conroe) intel chip is around $319 USD. cheaper than AMD's top of the line FX 62, and just as fast. (also dual-core). I've been reading up on these conroes, they're pretty spiffy.

Very confident: Conroe this September, EE core in oct to early november
Somewhat confident: DX 10 Christmas
Not Confident: Vista February

I myself am going to wait on upgrading to Vista. Just like most things Microsoft releases it's going to be buggy and full of holes.
But that's just me

It is your decision to wait or not. I have given my 2 bits. If you buy a dual core right now, in about 1 month it will be 40% slower than the slowest conroe core.
