ok, the other day i was connecting to the ville na di was like wow this is taking a while, and wen i got on the server and my ping was through the roof(200+) and i was like y is it doing that so i reset my router and modem, and i also disabled the firewall and stuff and it still didnt work so i did a spyware scan and it found some stuff but it didnt change it, so i have no idea what it could be? o and also i checked my setting on steam and it was on cable 2m which it is usally on and my settings are all the same as they were before!!! so any help would be much appreciated!

It's probably just your isp's fault, happens to everyone once in a while.

Call and have them check your connection. You can also run a trace route on your ip as well.
