Either bind this in game or put into your config. file in tfc
bind "`" "toggleconsole" |

My way is much easier 
Make a shotcut, and then click on Properties.
In the target, it should say something like : C:SierraCounterStrikeTFC or something like that.
At the end of the target write : C:SierraCounterStrikeTFC -console ( with the space!) and the console should work.
