Intentional team stacking in DOD hasn't been a huge problem lately when I have been paying. Sometimes, it does get stacked, but usually unintentionally of the start. Our regs do a good job of trying to keep things even.

I run into it on occasion on the DOD servers but usually when I say something then the problem disappears. Once they know about it not being allowed then they don't do it and usually end up sticking around for a while too
