How do you make those "animated picture"? What program do I need to do that?

That one is a .gif and just a simple animation.

Some Paint programs come with basic animation creators which can create simple animations like the one you posted. I use Paintshop Pro 6 to do all my basic animations. There are tons of different programs that will do this. Just google "animation creator" or anything to that effect.

Flash is a much more detailed animator as you see in most banner ads and requires a stand alone program. They can get expensive.

I have Paint Shop Pro 9, and the animation 9. It is pretty cool, I am not all that good with it though, need some pointers.
