Questions about servers

I was wondering if anyone could give me the specs on the servers the ville uses, including connection. I am interested in getting a server to compete in ladder tournaments and dont know where to start. Also everyplace i go says no cable modem servers allowed......does every clan in these leagues have a T1 or better? Is there anyplace to rent a server? I checked out Art of War...they rent servers, but it would be about $170 a month........that seems way steep to me...any ideas? Thanx in advance for the help as obviously i am totally clueless.

Password protected servers are far more cheaper than public servers. I shopped around for a long time until I found ours at a reasonable price. Then again we use ours for many different mods.
