Is there a way to change the display icon (like the red and yellow frame for .jpgs, that sort of thing) for singular files not file types (like one singluar .jpg but not all jpegs)

BTW-I'm using Windows98 but just wondering if its possible in any OS

I know how to do it with shortcuts, just wondering if theres a way to do it to the actual file because there seems like there should be
