well according to meh girlfriend whos a lawyer. u can dependin on where u live ethier stake a claim or lease the mineral rights to a land. Basically there are four types of mineral owners in the state: private, federal, Native American and state. The lease has a primary term of 20 years, which extends automatically if a mine is in production. then u have taxes and royalitys and i believe certain things are restricted like uranium and platouim.. well hey u asked
