I've noticed Capwill being able to use sounds in the game. How do you do this? Like if I want to play a certain sound on my computer with my mic on, what should I do? Or maybe automatic sound or whatever. I really don't know this stuff, so please help me.

Sounds.dat or something?

it's a program, I forget what it's called. Robert E Lee has it I think and knows what it's called.

I'm having a problem getting the sounds to actually produce... a sound. totally silent.

Is that a client mod or a server mod? Is it the one that plays the "doh" and "lol" sounds on the servers?
