Is their a console command that will always on the start of a map look for the map cfg for that file and load it?
and
Is their a way to use color in text on your screen?

That will load any map cfg. The cfg files for each map will load automatically on each map load, so there's not much use for that. Now sure if this is what you wanted. I don't know about the colored text thing, though.

By simply making a .cfg file named after the map, to make Stevo's
post more clear. For example, if you put a file called houndeye.cfg
in your half-life/tfc folder, then every time you load the map
houndeye.bsp, that .cfg file is run automatically.
By colored text are you refering to the overlaid text messages
such as adminmod makes?
