No, a player can initiate a map vote or a kick vote on TV 3.

Once a vote is initiated and the choices are displayed, you just hit the "1" or "2" key on the keyboard to make your selection. (You wouldn't believe how long it took me to figure that out!)

An open map vote is different. You say "vote [mapname]" just like you would any other message. The open map votes never get enough votes for a map to win. I think people start them just so they can get some cheap kills while the enemy is typing in their votes. MUHAHAHAHA

"rockthevote" starts the map vote. (There is another simple command that does the same thing, but it eludes me at the moment. Duh.)

Once the vote has been started, players can say "vote [mapname]" to place their vote. You can change your vote if you want by voting again for another map.
