Suppose there are n dollar bills. Then

n+1 = 16b
= 15c

and so on. So n+1 must be a multiple of 2, 3, 4, 5, 6, 7, ..., 16
We require
n+1 = 2^4 x 3^2 x 5 x 7 x 11 x 13 x k
where k is some other integer. So
n+1 = 720720k
n = 720720k - 1
= 17a
We require integer solutions of
17a - 720720k = -1
To find them, divide by the smaller coefficient (17) to get
a - 42395k - 5k/17 = -1/17
a - 42395k = (5k-1)/17
So (5k-1)/17 must be an integer, say t:
5k-1 = 17t
k = (17t+1)/5
Trying values of t, we find that t=1 doesn't work, but t=2 gives us a
value of k=7.
This means that
n = 720720k - 1
= 5045040 - 1
= 5045039
and if you check this number it leaves a remainder 1 less than the
divisor on division by 2, 3, ....., 16 and is exactly divisible by 17.
So $5,045,039

Oh!
I didn't realize when I read the problem that the number we were looking for, when divided by 4 will leave 3, when divided by 5 would leave 4, and so on.
I thought it was only for 2 and 3 
Now, come back to DoD to get fragged by me and stop giving me headaches

You don't have to figure out every number to do this. You just have to have the same symbol on every multiple of 9 (9, 18, 27, etc.). That's all they did to get the answer. Try it for yourself, choose any numbers and subtract their digits, them divide it by 9 and you will see that you will always end of with a whole number.
And about them including the high numbers, if they got rid of those, it wouldn't look so amazing.

This will work for all integers.
We shall prove this for a 2-digit and a 5-digit integer.
X0, X1, X2 ... are single digit integers
A is an unknown integer
Z = (X0 * 1 + X1 * 10)
Z - (X0 + X1) = 9A
9X1 = 9A
X1 = A
Both are integers, so this is true.
Z = (X0 * 1 + X1 * 10 + X2 * 100 + X3 * 1000 + X4 * 10000)
Z - (X0 + X1 + X2 + X3 + X4) = 9A
9X1 + 99X2 + 999X3 + 9999X4 = 9A
X1 + 11X2 + 111X3 + 1111X4 = A
