How do I make those messages on Ville servers?

I'v always wondered how they did that on the Ville servers? Is that custom, or is there a plugin I can get. I do know how to make that message in the middle, but I'm wondering how to make the massages show up on the left of the screen.

You have to be an admin. then its admin_tsay message or admin_csay message in console

I have Adminmod on my server and I know how to make the message. What I was asking is how do I make them show up by themselves every once in a while?

oh, i don't know about that, it could be on some kind of time thing,
Example: like every 5 minutes a new message pops up
