Help setting up 'near Cheat Free' Server

Me and friend have been playing together on his server. We occasionally have other wondered in and it's cool when they're nice and play fair.

Lately we've had a lot of llamas comin in, spawn camping, using cheats to let them fly through walls. The other night a Scout killed me as a HW with 1 shotgun shot from the opposite balcony on 2fort. I refuse to believe that was skill.

I have no problem admiting when I'm whipped by a skillful opponent, but when people cheat...it pisses me off!

I used to play here at the ville a lot. That was one of the things I liked, friendly people, and 95% of the time llama free.

My question is....can anyone suggest a good server script my friend can run to help keep cheaters off the server, to prevent camping...

I was told to use punkbuster, but that would require everyone to download it before they could play.

Any suggestions would be appreciated

Scouts have been known to crowbar Hw's to death here so from what you're saying that isn't conclusive proof of cheating.

how about this example

the guy was a spy

me a HW and 2 others a soldier and a demo

i fired on the spy for a long time

then the soldier came in fired rockets

he killed us all with 1 grenade

Well considering mirror damage was on and you lot were firing at him, you were probably hitting each other.
Without a demo I can tell you nothing tho

I want the grenade cheat! I wanna be able to toss a grenade and take out 5 guys at a time. Oh, wait we can do that already with an EMP.
