why can i not always build sniper antimissle guns?

they are bad ass, but sometimes when i try to build it even when i have 50 armor it doesnt do anything...the same thing happens when i have it build and i try to detonate it. sometimes it blows up sometimes it doesnt...anyone had this problem?
