ATI rage 128 problems

I have an ati rage 128 video card. For some reason it takes my mouse about a quarter of a second to respond to any of my movements. This might not seem to be alot but in the middle of a battle this can be a real bitch. It's a miracle that I'm a good sniper, or at least used to be a good sniper. I have this problem only with half life and half life mods. Does anyone know how I can fix this?

I know this is probably a silly question
but have you raised the sensitivity of the mouse in the config?

Yes I have. It still takes a quarter to half a second for my mouse to respond, except when it does respond it moves incredibly fast.

I know what the problem is. Here's what I understand so far:

Since the patch ATI peopel have mostly played in D3D, and you're one of them.
On ATI cards D3D is horrible (I owned an ATI Rage Fury for 2 years up until last week). To fix it change d3d_flip to 1 or 0, not sure which.
Just go to http://www.tweak3d.net and go to create a half life autoexec. Its in there somewhere.

Thanks man. I changed my video mode from D3D to opengl and now my mouse responds the second I moved it! Ya'll thought I was good before? Now that my mouse isnt so f*cked up I'll be even better! W00T!! W00T!!

Well I guess I spoke too soon...Whenever I try to join a game in opengl mode, i get booted off, and in the console it says something about a pldecal.wad does anyone know why this could be happening?
