Assuming you use MS as an operating system like tha rest of the planet, you can use MS paint. Copy and paste the image into MS paint and then go into the sketch/skew section in the tool bar. You can shrink the pics there. However, you must then convert the pic back into a .jpg format before posting it here. Just click save as .jpg. Or you might have to d-load a converter.

the way i always upload screenshots is to make them all into one really long image that runs down the page. This works well since you only have to upload one file. Resize your images to half of there normal size also. You can still read most text even when you do this.
Here's an example of what i mean:
just some pics of a map im making. im sure you get the idea. the filesize is very small and you can still see eveything just fine. I wish more ppl would upload imgs like this . I hate having to look at full size 800x600 imgs. The really small images are 4x as small as normal, but you can still see them just fine. The one at the bottom is half the normal size.

only if your MS Paint will do that. Ive tried to do that with mine and it has no option to save as a jpg, hell it wont even open .jpg files. I use photoshop to do it. Resize the image to 800x600 and then save as a .jpg. Quick and easy
