Oh boy... It's much more complicated than you think...
First you need to have a 3d program. A 3d program that is sufficient for such a task will cost anywhere from $2000-$20000.
Second, you need to have a great deal of experience with that program. A year or more minimum to be any good at it.
Third, you have to be able to make a whole person/tank/prefab/whatever out of anywhere from 700-2000 polygons, depending on what game it's for.
Fourth, you have to know how do convert the model into mdl format.
Fifth, you have to know how to place the model in the game, via coding and such... Or whatever else it takes to implement the model.
I can do all but the last one... |

Either that or you can carve it out of bsp tools from a program like unrealed or worldcraft, but this is timeconsuming and the results can be less than desired... |
