and fps relies on your pc.
that sudden drop was probably caused by either moving your cursor back and forth or in circles really fast, thus requiring your pc to render more then it should
or you moved into a new position with either alot of action, or more firther of a viewing distance casuing your pc again to render more which may bog down fps...
tis not very complicated of an answer |

It's also possible that some program is running in the background while you play. Make sure to close anything you don't need, and your FPS will go up.
Also, try setting cl_particlefx to 1 or 0 in the console.

Upload rate is very important. If you have a prog running in the background that is sucking all upload bandwidth, it will affect latency, and your computer will lag and may show a drop in framerate. Especially if there is a ton going on onscreen. Just start a local server and see if the framerate jumps up to normal levels.
