Is there a way you can slow a fan's RPM that doesn't have someting to slow it down with? I just got a new case and the side panel fans(2 of them) are pretty loud and I'd like to slow them down to make them quieter. Is there a way to do that?

you could get bigger fans or fans with a lower Db to decrease the volume of it. Your computer sets those fans at that speed because they need to be at that speed to cool your system. Decreasing the fan speed will only casue heat issues.

They are just accessory fans on the sides of the case. You probably won't have heat issues. The computer doesn't even control those fans.

this is the first thing that came to mind, but you'd have to have an available bay to stick it in

not toooo expensive for what you want
