If Taskman wont come up its a very good sign of a virus or virus like activities. There are several that prevent taskman from running so that you cant see what tasks are running and stop the viruses and so on.
Chances are taskmon.exe was replaced with something else...or something blocks it.
I would recommend running regedit and seeing what is loading at startup, research each item and remove those that shouldnt be there.
Also, try the online virus scans at Trendmicro or Symantec to help supplement your antivirus software.
