| How do you start a vote for anything like getting people off the server, or changing maps? Is there a list of commands I can download somewhere? |

for what? starting mapvotes depends on the server mod, i have a list of all teh hl cmds ill share it when i get home

You have to be a supporter to gain access to anything like that, Check out the memebership info

This is probably the answer your looking for here. Not everybody has access to that command. Becoming a supporter carries many benefits which could include a reserved space on all the servers and starting votes depending on which package you get. With the servers being as packed as they are it's nice having that reserved spot so you can get in.
