I think it's set at 7000 or 8000. Many times your performance improves by lowering your rate to somewhere in that range if you're already set above it. Lots of servers have their config set to police the rate like this:
sv_maxrate "8000"
sv_minrate "3000"
So it's forcing you to go down to 8000 or up to 3000 if you're above/below that line if that's the server setting. But your computer is still trying to pull in 9999 worth of info at a rate of 8000 causeing you to lag more than you would if you just lowered your rate to 8000, which would allow your computer to take advantage of your full bandwidth. |

| It doesn't alter your config, it just forces your connection to the server to only receive whatever the max/min is if you're out of its set range. So, you then lag because you're computer is trying to get more out of the server than it's allowing. |
