I wouldn't count your chickens just yet. They've had dual-layer burners out for nearly 2 years already, but try and go find the DVD disks for them.
Do you think the BlueRay / HD-DVD disks will come out soon?
Not a chance.
I wouldn't bother considering ANY drives until the disks come out and have been out for a while (We prob won't be able to afford them anyway.)

External hard drives aren't really that great for increasing storage. They're limited, so you could burn 18 DVDs instead of using an 80 GB external HD, assuming you don't need to access the stuff on those discs real frequently. (For instance, if you have Anime episodes or DVD movies that you have "archived" on your computer--when you're going to watch them, you can take 2 minutes to find a disc in advance.)
Waiting for Blu-ray/HD-DVD is no good at all. As Bull was saying, technologies like that can come out, but before they become widely accepted (and demanded) the discs remain expensive, as the $8 each DL-DVDs of today demonstrate. Also, if you choose to grab up a Blu-ray or HD burner as soon as they become available it could up being about as useful as a Zip disk. Seemed like a good idea at the time, but the idea never caught on (something about being able to store 3x as much on a CD...). Anyways, if you end up on the wrong side of this storage war, you'll end up throwing your wrong-guess discs in with your Betamax tapes.
Find a DL-DVD drive and hope the price on 8GB discs drops soon. In the meantime, remember that 4.7GB is about 25 episodes of 22 minute anime episodes, and over 6 movies at CD (700MB) quality. Or, it's about 30 hours of mp3s. As far as other files... it's a *#$ton of Word or Excel documents, and if you like to use Norton Ghost (or similar) to image your hard drive, you can store an install of WinXP + Office + a smattering of normal apps on a single DVD.
Try this Pioneer drive or this Plextor.
