What is the name of the program used for in-game communications using the mnicrophone? And where do you get it?

Its built in but doesn't appear in Steam but you can find it in Sierra/HL.Mine fluctuates from being good to super crappy I have about given up on it

there is also Roger-Wilco for in game chat.... work differently than that in HL.

I'm probably right out to lunch here but: I had a crapy pc and never heard any voice or was able to speak. Bought a better pc and when I downloaded TFC voice was in there automatically. I was shocked by it and thought right on I dont have to do anything to get it.
