It's always been locked. The password is located in the forums. I'll let you find it. Look for a post by MunkeyEye.

The Grudge Server is a private server for players who frequent The Ville. It's a place where you can challenge other members (in both mulch_dm and 58thV2) or simply practice jumps and such (58thV2).

The password to get in is "limpchimp"

I've noticed that the admin_map_vote feature is availible to everyone on that server. Occasionally the map gett changed to something entirely inappropriate for mulching. Of course, I wouldn't know who does that...
